URGENT! WordPress files exist, but WordPress doesn't!

I have installed WordPress using Fantastico on my site:
ideal-l.com
But for some reason, WordPress isn’t showing up. Here are my files as shown in File Manager:

Are sure you have all files and folders in public_html as from the image seems as if they are in cgi-bin when go on the url above all I see index cgi-bin folder.

OK, I just got another clue.
In another site I just created, WordPress does work and this is what public_html looks like:

As you can see, in the site that doesn’t work, there are no wp folders there, although they do show up in the right pane.
Any idea as to why this is? I’d really appreciate your help.

Looking that 2nd image looks like that domain name for sale did you buy that domain name if so check with your registrar or you have not changed DNS settings to point to your host.

ns4.seojap.comYes, I have bought the domain name. It is under my account. And yes, those are the correct DNS.
I have just changed the DNS settings, to another IP and it still does not work even after installing WordPress again.
I am stumped.
do you have any other files there like index.html or default.html if so delete the file as that 2nd image a place holder in public_html folder
or how long you changed DNS as it may have not propagated yet take a day or two to propagate.No, there is no index.html or default.html.
I just changed DNS 30 minutes ago, but I have installed 4 other sites today the exact same way, and it only took 5 minutes to propagate. This is the only site giving me problems.
It can take a few hours for DNS changes to propagate.

although changes can happen fast, they can also take a long time. I had to change my DNS server to Google’s because my ISP’s were too slow in updating. So it might be worth trying that.
but if you give use the URL of the site we can tell you if we see it or not.
The site is ideal-l.com and I have just changed the DNS to
ns1.bikesday.com
ns2.bikesday.comThis is now showing up in WHOIS Domain Tools, but another site that I successfully installed WordPress on also doesn’t show up with its new DNS in DomainTools. So there doesn’t seem to be anything “unique” about this install. It just flat out doesn’t work.
you said you do not have any place holder on domain looks like there is one as the page has changed after propagate.
Should I try deleting everything and trying again? Should I delete files outside of public_html?
no you have place holder you need to delete that in public_html check all fles that do not wp- except index.php
