Okay, one last question—is this a default plugin provided by the hosting? Because I didn’t install it manually, and it’s not showing up in my WordPress dashboard under the plugins list, so I can’t deactivate it.
Some hosting providers do include preinstalled plugins during the initial WordPress setup. These plugins may be activated or just installed.

Additionally contact your hosting provider and see if it possible for them to disable the plugin.
I don’t know how you could recognize a plugin there. I don’t see any. The “Active Editor” called “WP_Image_Editor_Imagick” is part of WordPress, see: https://developer.wordpress.org/reference/classes/wp_image_editor_imagick/
According to the information in your screenshot, your hosting supports the creation of WebP files. However, you say you prefer to upload them yourself. Am I understanding that correctly? If so, what is the problem with uploading them?
If not, how exactly do you proceed and what is the problem with using the files?
