Having the same problem. This is what I’ve learned so far:
Go to ePanel
Click on File Manager
You can upload the files from there.
I uploaded my file to /public_html/wp-content/themes then I extracted the file because it was zipped. When I go into WP and try to view the new theme it’s not there. I suspect I am downloading to the wrong folder. When you go into themes, WP, it tells you the default themes are located in /themes/default however, there is no folder named default in /public_html/wp-content/themes ..
