Uploading a custom wordpress theme

    I read somewhere on WordPress that they do not allow for custom wordpress themes to be uploaded on the admin dashboard. Is that still true?

    I recently had a wordpress theme created and would really like to know how to have it installed to my admin dashboard. Your help is greatly appreciated here
