Hi freedom3883, 99.9% of the time someone has an issue with the CSV importer, it’s due to either an incorrectly formatted CSV file, or a server issue. Are you able to post a link to the CSV file you used? I can take a look and see if I can see any issues with the way it’s formatted.
Also, does it work with the demo CSV file? If the demo file does not work either, then we at least know that the issue probably lies somewhere with the server and I can help you track it down from there.

I am uploading this as a .csv file and as I mentioned, it will upload all of the questions. Give me a message that 10/10 questions have been uploaded, but then I can not find them.

If you go to the main HD Quiz page (where your quizzes are listed) and select the Bulk Modify Questions button, are the questions listed there?
More info: I just change the file type from .csv to .csv UTF-8. It still says it successfully uploaded 10/10 questions, but this time it actually uploaded just the first question. The format is off though.
Thanks for the update! This seems like it could be a combination of the way your CSV is formatted and your server settings forcing certain encodings with streams.
The doc linked you provided requires permission to view. Could you perhaps upload to https://tmpfiles.org and provide the link?
