Uploaded .CSS doesn't update in Appearance > Editor!

I changed my custom .css files permissions to match all the other files in the theme directory (rwxrwx—), also put some styles there. Now my Appearance > Editor still shows it’s a blank file and I need to change permissions to be able to edit it. I’ve logged out and back in and refreched the page like 20 times and been surfing all around the admin panel to get it working but it just doesn’t update.
