Upload videos .mp4

Ok I made a sight then I exported it and uploaded it to my server.
both servers are at fastcomet Both websites are set at 256m max upload.
I raised the upload limit to 1g. now I can upload a video that is 75m to the copy site just fine
When I try to upload to the original site It will go to about 90% and starts over again
and keeps starting over

{NOTE
Ok my server (copy server)is php 5.6 all works fine.
the original site is php 7.0 }

any ideas why
