upload limit fixes are not working

Well, I seem to be stuck at an 8MB limit for my uploads. It WAS 2MB. I called my host, they said they raised it to 13, but I could only get 8. I called them back, they said they raised it again, this time to 64. I searched around here, and have tried every .htaccess fix and php.ini fix that I can find. None of them have made any difference. I called my host again and they say it must be something in wordpress, perhaps in the wp-config file, but I don’t know what to do. They say there is nothing else they can do, because they have raised the memory and upload limits twice already.

PLEASE, I need to upload audio files for a church website and some of them are 10MB or 11MB!
