It would be implemented as follows:
500|8.00|1
500|18.00| 1 | Express shipping
1000|12.00|1
1000|22.00| 1 | Express shipping

i tired this in version 1.3 but it did not work. only one weight/region line is displayed in checkout.
Just to confirm that this functionality is not available in the FREE version from WordPress.org but it is available in the premium Multi Rate weight/country shipping plugin.
