Make sure you deactivate all add-ons you have installed before trying to deactivate Easy Digital Downloads, just in case there is one mis-behaving.
In Downloads > Settings > General, there is an option to delete all data when the plugin is deleted. Check that and then deactivate and delete from the Plugins page.
It will not work, pulls up a blank page.
Enable WP_DEBUG and see if it displays an error message of some kind: https://codex.wordpress.org/WP_DEBUG

All you have to do is add this to your wp-config.php file:
define( 'WP_DEBUG', true );
Once you’ve done that, uninstall again. It should show an error message on the screen.

It turned out it was a hhvm issue and not a plugin. It turns out for some odd reason the site will not run in hhvm without edd on. lol
