under development message after removing index.htm

I’ve installed wordpress, have changed things like reading, writing, privacy settings and I’ve created content. I’ve changed .htaccess permissions so my permalink pages work. But my homepage gives the dreaded “under velopment” message. So,

http://lianeross.com and http://lianeross.com/index.php give the “under development” message.

http://lianeross.com/about and http://lianeross.com/test work.

I have deleted home.htm, index.htm and all those from my root. In fact, I re-installed wordpress after making sure that there were no such files present. I even copied an index.php file out of the wp-admin folder to see whether that would work, but then it displayed a blank page. I haven’t changed templates and have no plugins enabled. Is there anything I haven’t done? Think obvious, I’m a beginner.
