Unable to modify functions.php wthout FTP

Working on new site while keeping original site live. Modified hosts file to point to site under development. Getting this error when trying to edit functions.php file.

“Unable to communicate back with site to check for fatal errors, so the PHP change was reverted. You will need to upload your PHP file change by some other means, such as by using SFTP.”
