unable to edit Campaigns

disabled all plugins and one by one issue is consistant. When I go to edit a campaign the system just sits where with the “wheel” spinning and spinning. NO ERROR no RESPONSE.
I Create a new one and do the default “questionaire” and again sits there. When I exit out and come back it CREATED it but I cannot edit that new one or any other.
