UM Settings -> User Roles -> Add New or Edit existing Role
-> Can edit other member accounts? -> click for yes
-> Select the default User Registration Role
-> WP Capabilities -> edit_users -> click for yes
This user will now get more options in the cog wheel when displaying the user.

Sorry this matrix with checkboxes is only available for UM Created Roles.
