twitter feed troubles?

I have a twitter feed at the bottom of my theme in the footer. About a month ago, the twitter feed stopped working and a bunch of characters replaced it. where it used to update with our new twitter update, it now says

I did not personally write the theme, I just found it. The footer is encrypted and so I’m not entirely sure how to go about this issue. Is there something I can do with it as it is or must I learn how to rewrite the footer altogether with a new HTML and delete the current one? Thanks in advance for any and all help!!!
