you need to be on a static page or on a static front page for the ‘theme options’ to show in the ‘customize’ section.

To follow up on Michael’s post — make a new PAGE and call it HOME. Then, under settings->reading, set that as the static home page. Now the customizer will have a theme options tab.

I have installed twenty-seventeen on an existing site which had a custom theme I had inherited and hated.
I can still modify twenty-seventeen and I find it very clean and nice, but I just wonder why this is happening.
what do you have under settings->reading?

No, I don’t see the tab for Them Options at all. And, as you see from the image I sent before, I don’t even see my front page in the right pane of “customize”.
OF course, as I said, I can live with this and customize my site just as I want, but not knowing what causes this is frustrating.
One more question: now that I cannot see the Theme Options, is there any way I can programatically add sections to my home page. Is there any way other than the customizer to add sections to the home page?
