Trying to convert page to plugin

I’ve inherited a WordPress based website. I am experienced in PHP programming, but not in WordPress. One of the features on the site is they list “perks” people have using our cards. Currently, each time we get a new one (which happens all the time), I have to go in and manually enter it and format it in WordPress. We’d like to get to the point where someone with little to no html/css knowledge could just enter the data, and the plugin would format and display it. It needs to be broken down by region, like the following page: http://www.mountainlandsupply.com/peak-perks-orem/
I am sure I can tweak an existing plugin or write something from scratch if pointed to the right tutorial. I’ve gone through quite a few tutorials, but none helped me with what I need.
