No you can’t install it on your personal localhost because there are no downloadable files. You can only use it on wordpress.com – free blog site.

Actually, that’s not true, it’s just a matter of knowing where to look: Automattic makes their free themes (but not the paid ones) available in a subversion repository here: https://wpcom-themes.svn.automattic.com/

You’d have to download the folder you want, make a .zip archive of everything, and then manually upload them to your site — it’s definitely less convenient than having a package already available! But if you really love the theme, it is available and it may be worth it.

It’s a nightmare downloading anything from that source because the chances are you will miss something when you try to download each file individually. That source is mainly for nightly builds and for developers to test it out. It is not, and never have been, for ordinary users in production environment.
My recomendation is to use something else like Coraline or Oilcrow (both from Automatic – makers of WP).
But again its your choice if you want to do the hard way. I guess it will be a good learning process for you in doing that.

SVN is all very easy to deal with, assuming you have access to the terminal of your server.
Simply navigate to the directory of the themes in your website, and then use:
svn co https://wpcom-themes.svn.automattic.com/forever/
