Can you, please, let us know if you have tried to do that like in the article:
Open On click /On hover/On load Popup via CSS class.
In case you did, please, enable the **Debug Mode** so our support team can check what the issue is.
Follow the steps below to achieve this.
1. Go to Popup Builder settings.
2. Check the “Enable DEBUG MODE”.
3. Click “Save Changes”.

P.S. Make sure to have the Popup Builder plugin activated so you can have the Debug Mode feature available to you.
Also, please, share the website link where the popup supposed to appear.
