transport error – could not open socket…

Hello. I have the latest version of WordPress and the stats plugin installed. Once I entered the API key, which is already working on Akismet, I got the following error message:
Error from last API Key attempt:
Your blog was unable to connect to WordPress.com. Please ask your host for help. (transport error – could not open socket: 13 Permission denied)
Having had to ask my hosting provider which is Aplus.net in the past to allow fopen to go through for akismet, I asked them to open up socket 13 to wordpress.com because they do have a firewall(which they say is IP based) that must be opened for each fopen requests. They have apparently enabled it but I still get this message. Any help is kindly appreciated.
