I have the same question.
Even though there is a translation in Slovene (sl_SI) in the language folder of Cookie Notice plugin, the site always shows the English version of the cookie notice.
That’s how it works by default in WPML and Polylang.
Both multilingual plugins have the strong translation tools to be used here.

Multilingual plugins we support and recommend are Polylang (free) or WPML (paid).
Im not sure im following the explanation here.
My point is that while the translation files are present on the site front-end, they are not assumed by the plugin exposed interface.

Are you sure it has to do with the language plugin?
I mean. I install Cookie Notice. In the plugins/cookie.notice/languages folder there are sl_SI.po and sl_SI.mo files – so why is the plugin (Cookie Notice) not using them if they are there and translate the cookie notice in Slovene? Why it displays cookie notice in English no matter where I am – on English or Slovene site?
Or am I missing something here?
But for example I’m also using Very Simple Contact Form on my site. Same story: a plugin with languages folder where the sl_SI.po and sl_SI.mo files live. But this plugin translates nicely. So why is Cookie Notice not. Where is the difference?

@imartins – I believe we have the same problem, that is why I’ve joined this discussion. But if you don’t think so and you would rather have me live, just say so and I’ll open a new post for my question.
Translation files are just for the plugin interface. and it is translated.
Other strings are stored in DB table as option, so it can be (and has to be) modified for each of the lanugage independently.
Sorry if you find my explanations problematic – I’m using Polylang and WPML a lot and this things are obvious to me.

For Polylang go to your dashboard, look for Languages (Polylang plugin setup screen) Choose the string translation tab above, a list of text translations appears, look for Cookie Notice.
There are four entries you need to change, each with all languages you have on your site:

Button Text
Read More Text
Read More Link
Translate, save and done!
