Transaction Declined

My client is having a problem with checkout. Whenever someone tries to place an order on their site, they get “(Transaction Error) This transaction has been declined.” I have also tried placing an order and got the same error. However, I still got a verification email with an order receipt.
When I go into the WP dashboard and check the orders, I can see the “declined” orders listed as “pending.” I’m not sure if the orders are actually going through or not.
Please help!
