"Top Picks" or "Headlines" Section??

    Working on a multi-contributor blog and want a section for customizable daily headlines (link and a description) preferably with comments enabled. I’ve seen the same thing on the recent premium template “Daily Headlines” and in the headlines section at Hotair.com. I’d rather not pay for a template if there is a widget/plugin or code I can use to do the same thing.
    Any advice?
