Top Level Welcome Entry

WP entries are controlled by either dates or ID’s. That is how WP organizines, orders and displays them. That is pretty much how all blog engines do it.

However, I have been wanting to make my first ever entry a top level entry that stays static, serving as a “Welcome Mat” if you will.

Is there way to make the first entry stay put, so that it remains at the top all the time?
