Hello, TwentyTwenty isn’t really designed to have anything content wise above the header/menu. You’d have to create a child theme ( https://developer.wordpress.org/themes/advanced-topics/child-themes/ ) and either add some code in to create a breaking news section or possibly use a hook to add code in at the top of the page.

If you aren’t familiar with how to do that, you’d need to hire a developer to assist further with getting it added correctly into the theme.
