Hey,
in the topbar the title should show on hover. So when you mouse over the icon. The description is not used for output in the topbar. Are you not seeing on hover?

Yes those are the topbar menu not “icon menu”
If you go to appearance > menus. create a menu and choose the “topbar” as the menu location.
