I know you linked to an example, but I’m unsure exactly what you’re wanting. Let me know if this does or does not satisfy what you’re looking for.
Regarding F/C, that is relative to the location for which the weather is displaying. However, you can force it to always display one or the other, either via the plugin’s options in wp-admin (which links to the Customizer options) or via shortcode argument.
