TOC+ & DIVI — Blurb module + Sidebar TOC problem

there is an issue with TOC+ as used in conjunction with the DIVI Builder theme

if I use text elements the toc displays above the first header and in the sidebar

if I use blurb elements (text, title, image), the toc only displays above the first header, not in the sidebar
