TM – Header CMS Block Widget

Hi,
In the Widgets areas, there is: Header CMS Widget Area, and I have a Template where in the tutorial they ask to put “TM – Header CMS Block Widget” in it.
The thing is that no matter what information and text I put in there, I can’t find it anywhere in the webpage… So, I can’t understand what is it for?

I thought a quick Google search would give me my answer, but I can’t find anything about it on WordPress, except for things like PHP CMS edit…etc… :S But I can’t find something related to WordPress Widgets…

Is it possible that anyone who knows, could explain to me a little bit what is it?
