If you can do it with CSS, we recommend you to do it with CSS.
Editing file is not recommended. Anyway, if you want to do that, you can check the file includes/html.php and the function view_type_output().
Fyi, with Content Views Pro version, you can move title and meta over thumbnail using drag & drop easily without CSS or modifying code.
