Timing problems

OK basically my problem is I can’t work out how to change the time of posting or time of comments, its always 12 hours wrong (too slow, because I live in NZ)

I used the General Options tab and “Times in the weblog should differ by:” part but that didn’t have any effect.

HELP ME? ;_;
