Time Settings Inconsistencies/Bug

It seems there are some inconsistencies/bugs when it comes to the time settings in your plugin.

1. The times set in the plugin’s Intervals section seem to be in the website’s local timezone but in the Status tab as well as in the email notifications they show in UTC.
2. The time(s) set for some of the settings in the Intervals section seem to randomly change. As I started typing this forum entry at 10.30pm UTC on 4th September, I opened one of our clients’ websites and the “Core update interval” time showed a random “4:29am” when we had previously set it as “3am”. The “Theme update interval” and “Plugin update interval” still showed “3.15am” and “3.30am” which were the times set by us. However, on the Status tab, the next scheduled core update shows as scheduled for 6.29pm on 6th September (I assume that’s in the local timezone AEST?) whereas the next plugin and theme update show as being scheduled for 5.15pm and 5.30pm on 5th September.
