@belginyucelen – Going from very large to small such as the case here can cause some image degradations. The thumbnails can be the same in all locations; or, they can be different in each location this is not as relevant in this case.
As it is, you are displaying images 250×250 which if the thumbnails are 300×300 could cause the thumbnail to be resized into that space and this may cause some of the “blurry” effect you are seeing as well.

I reloaded to a new gallery. Thumbnails are looking better although some are still not the best. all thumbnails are 250×250 now. There are only 2 places, right? gallery settings and other options?
Also when I reload images to a new gallery do I need to recreate the thumbnails again from the gallery page everytime?

@belginyucelen – The gallery settings will be reflected in the default Insert Gallery Window’s customizations accordion panel, you may need to check existing insert displays as they will be using the values that were set when the display was inserted (or adjusted to afterward).
By “reload images to a new gallery”, if you are using the NextGEN Gallery UI then the options set under Gallery > Other Options > Thumbnail Options will be used. If they do not match the thumbnail dimensions of the other images in the gallery you will then need to use the Bulk Action to generate new thumbnails at the gallery’s dimensions as needed.
