Thumbnail too large (Can't resize, tried using codes)

Hey Sir Stuart, can you help me resize the thumbnail that shows in homepage as well as in actual post? I’ve tried resizing in appreatance>>meadia and even tried using codes in finctions.php but still the thumbnail and image in actual post is too big.
