This doesn’t work for Shop Manager

    We have an issue where if you login as a Shop Manager, you don’t see the Admin Toolbar. It isn’t set to hide, and all options are checked for them to view. But when I login with a test one, I cannot see any admin areas.

    Can you help please?

    Some plugin may have another settings for admin toolbar. Try to deactivate all plugins and make another test. If that will help, activate plugins back one by one and test to isolate a reason.
