there is a theme for open link directory?

i want to build a small site for weblisting that everybody can add links to it. i want something like this https://www.softaculous.com/apps/others/PHPWeby just better, i looked in the demo and the administration of phpweby and its look like there is not alot of options, you allways need to check what kind of link you want to submite(even if there is only one option) and you allways need to put phone and email address in order to submit, i also look for something with users.
