Is there a way to have my Page list appear permanently expanded as a row of links across the page, either in its current location or below the tagline at the top of the page rather than hidden at the bottom?

You will want to edit the theme’s file that is controling the footer, then edit the theme’s style.css. Better yet, create a child theme and have your custom changes reflected there.

Suggest pulling out what they have and add your own. If you just want to show a horizontal menu of pages, it would be simple enough to add. See:

Is there a way to have the Page be redirected straight to my About page instead of having the list menu appear?
