If you’re having problems signing up for that as a service (I don’t use this plugin) then I am afraid you will need to contact the author or service directly on their site.
I use the plugin on two sites and love it. They they will give you 5 Keys for free if you send them an email. They sell the keysets for $69.95 right now. But they told me that they will be moving to a subscription model (like Duo) soon. They also just announced a mobile phone token for Android.
