maybe you can try to disable or remove all your changes first just to narrow down the problem; and then try to check you user capabilities at Events > Settings > General > User Capabilities
Yes, looks like the problem is in the Events > Settings > General > User Capabilities
I saw that the administrator don’t have permision to create events, but I try to change it and show me a message saying ‘the events-manager-options can’t be showed’, and now I even I can’t see the options panel 🙁

did you set the admin capability and then click on Save? if yes, try to refresh the page or used another browser.
if that doesn’t work then try to visit this url http://domain.com/wp-admin/options.php and/or go to your phpmyadmin then look for option_name active_plugins edit this value and click update or save changes. (note: this will going to deactivate all your plugins)
