    This would be done with wordpress’ menus. WordPress’ menus are supported by most modern themes and they give you the option to add sub categories to your menu options.

    In your wp-admin (admin panel) hover over appearance then click on menus. After that you can create your own menu, and pair it with your theme’s allocated location for the menu.

    So after you create your menu, and pair it with the right location, add a new object to your menu. That object will be what the user sees without any hovering. After that drag another object to your menu, and drag it in the middle of your primary object. So it should look like the new object is collapsed under the primary one. Then hit save and test it out.
