I have not been able to set my sales tax rates. There is a button there for +add tax rule but when I click on it nothing happens.

It’s been fixed in 1.17.3 which is about to be released in the next hour..

Will I be able to install it without wiping out everything I have done so far?

It shouldn’t affect any existing settings and you might have setup already.

This issue has been resolved. Please update to 1.17.3
