Tax not showing

I have set up the tax settings and set to show in the cart but they are not showing as you can see. Also there is no way to VIEW CART to see what is in it without having to add a product.

What am I missing in the set up so this will work? I have done other sites and it works and I have the setting the same. I am in a real quandry over this
