Hard to say for certain, especially what may be hanging things up after the API request is made.
Some quick things to confirm to help determine what may be holding things up on the plugin’s side. Do you have the opt-in setting enabled for the form(s) in question? It’s going to be needed for the user to be added to the Constant Contact account? Do you have any known issues around WP Cron on the website? The API requests are sent on a cron job about a minute after the submission. That can also be filtered to a smaller timeframe if desired, or even a larger one if happened to be preferred.
