Yeah, you just have to hide it in Blog Features → Top Navigation Bar Setup. It is set to be off by default and will show up either if you have explicitly turned it on or if you have a menu assigned to it from Appearance → Menus.

Thank I’m sorry for the incorrect posting I actually want to remove the space between the top menu and the header. When the top menu is visible there is a space between the two, When the top menu is not visible there is a space between the header and the top of the page. That is the space I want to remove.

The issue is resolved. There is a setting in the back end under Visual Effects > sizes and margens for changing the space between the header and the top of the page. The problem was that it CAN NOT be set to 0 it has to be set to at least 1 to make a change.
Visual Effects → Sizes and Margins → Empty Space Between Top of Page and Header. Set it to -1.
