when MailPoet is installed on a WordPress Network (MU/Multisite) and activated on a sub-site in the network, it pulls in ALL network users (not just the site users) into the Subscribers list.
The issue you described is a known issue. In fact, MailPoet 3 does not officially support Multisite websites.
The functionalities of the plugin should work fine in a Multisite install. However, the total count of subscribers includes all users across a network as you noticed and it’s not GDPR compliant.

If you cannot delete a subscriber, it means they’re probably added to the WordPress Users list or the WooCommerce Customers list.
WordPress Users should be deleted as a User by going to the WordPress dashboard > Users page: https://kb.mailpoet.com/article/133-the-wordpress-users-list
Customers added to the WooCommerce Customers list can not be removed from this list or from the MailPoet plugin, unless you delete their order from the WooCommerce plugin. They can be marked as “Unsubscribed” though: https://kb.mailpoet.com/article/278-the-woocommerce-customers-list

All seems to work well on Multisite, except for this network users issue. Is there no fix? Normally get_users() should only return the site users, not the network’s users… Or does the plugin directly probe the DB user table? If so, could that not be done with standard WP functions, making it Network compatible? Just thinking out loud 😉
Anyhow… So all these network users cannot be removed from the list (but placed in the Deleted folder all the same) and are all marked as unconfirmed, then will they still count for the subscriber limit?

There is not a current fix for that. While our plugin doesn’t actually support Multisite installations you could leave a message on our feedback board so that other users can upvote and comment on it.

You’ll want to mark them as unsubscribed or delete those WordPress users if you need to.
