Submit a site

Hello,
I need some information, if you are good to help me. Im new in wordpress and im trying to develop an website,Website Awards, a showcase with websites, but i don`t find a plugin for submit a site. Something just like http://wordpress.org/showcase/submit-a-wordpress-site/
