I would like to split the “submit a job” into two different pages so that companies have their own page separate from individuals posting positions wanted. I know its simple but I have over thought this and made it far more complicated than it needs to be. please advise.

Although the steps can be customised via the filter here https://github.com/mikejolley/WP-Job-Manager/blob/master/includes/forms/class-wp-job-manager-form-submit-job.php#L21, doing this level of customisation is advanced and will require php and an understanding of how the steps work. I cannot provide the code for this..

Maybe you would have more luck adding a javascript layer on top to split the fieldsets into steps and show one at a time?
