And if u say that they can add ads to widgets, will Google, for example release ad code to users of my WP multi-site if they can’t edit the theme’s source code.

Google’s code can be put in a text widget. No theme editing needed.

Yes, I now understand that users can paste ad code into text widget. My question is this: will the code be available to them on demand from Google, for example.

That’s really a Google question but basically if they go to Google and sign up for ads, and say “I want an ad this size…” then Google will give them the code they need.
