Stuck at login screen. "wp-admin/&reauth=1 loop"

Updated to 4.0 today.
URL is http://www.theworldforgot.com
I did a manual update through FTP.
I followed the steps for the “quick update”
I waited for the update to finish, and attempted to access my site. It updated the database and returned me to my login page.Entering the correct user name and password returns me to the same wordpress default login screen with extra junk in the URL.
I start with http://”mysite”/wp-login.php
I enter my user name and password and it loops me me back into
http://”mysite”/wp-login.php?redirect_to=http%3A%2F%2F”mysite”%2Fwp-admin%2F&reauth=1Note this does not give any error.
You are simply stuck in a neverending loop without ever getting to the dashboard.
You can get an error if you attempt an incorrect password or user name.—-
Things I have attempted.
Renaming and creating a new (empty) plugins folder.
Removing all themes one at a time until only 2014 was left.
Removing my htaccess file
Redownloading, unzipping, and repeating all steps in the upgrade process.
Reset my password through an email link.
Reset my password by editing my php database
Used various login links /wp-admin /wp-login /loginUsed http://www.yourdomain.com/wp-login.php?action=logout to attempt to fully log out. This returns “you are attempting to log out” but doesn’t solve the issue.
After all of this it still does the exact same thing.
