The basic Radar features, including 3DS is free. Stripe does have advanced features are an up-charge that are optional to use.

You do have to turn on the Radar features within your Stripe account.
If you have confirmed that you have done that and it still doesn’t work. Please contact us at WooCommerce.com > My Account > Tickets. You may need to create an account before you can access that page.
Please include a link to this forum thread, so that we can keep track of what’s already been done.
We will be able to help you further there.

The radar functions should be active by default.
They were removed in Stripe ver. 4.2. You’ll see from the Stripe changelog that when the 3D Secure settings were removed in 4.2.0, Stripe Radar was to take its place.
Stripe Radar is supported by the plugin and there’s no setup required. However, there’s a specific feature within Stripe Radar, called chargeback protection service, and that requires an integration with Stripe’s new “Checkout to utilize it. The WooCommerce Stripe plugin does not currently integrate with the new Checkout, and there’s no real ETA at the moment in terms of when we will integrate, therefore it is not on there. Stripe is planning to expand Chargeback Protection Service beyond the new checkout in the future.
